Fingerprint Technician - BCI


Idaho State Police Bureau of Criminal Identification Unit is looking for a highly specialized professional who performs technical fingerprint and other biometric identifications, and criminal records work consisting of analyzing, classifying, and comparing biometrics of unknown and known persons and crime suspects according to accepted scientific methods. They also perform related work.

EXAMPLE OF DUTIES:
1. Identification
  •  Operate a biometric workstation to conduct quality control and visual verification of Automated Biometric Identification System (ABIS) searches; (ABIS is a comprehensive, fully integrated computer-based system used for capture and input of biometric images for comparisons to assist in the identification of criminals and to solve crimes.)
  • Operate a high-volume card scanner in conjunction with entering control fields to initiate biometric searches.
  • Perform complex and precise identification of submitted fingerprints and photographs to examine, classify, identify, and compare biometrics utilizing accepted scientific methods and practices. 
  • Search new biometrics through master biometric files for the purpose of determining whether they are those of persons whose biometrics are already on file and establishing a new criminal arrest State Identification number (SID) as appropriate.
  • Develop and maintain a working knowledge of new techniques within the science of biometrics to ensure precision and accuracy. 
  • Annotate and return prints or impressions that are incomplete or unreadable.
  • Refer difficult problems regarding analysis and identification to supervisor.
  • Take rolled and plain fingerprint impressions.
  • Answer questions regarding fingerprint files and procedures involved.
  • Operates a photo camera; may receive latent print impressions that require chemical processing prior to analysis.
  • Maintain the quality of the Idaho biometric database. 

2. Miscellaneous.
  • Learn criminal justice processes involving the legal rights of citizens concerning arrest and disposition of records.
  • Learn, understand, and apply state/federal laws, rules, and regulations related to Computerized Criminal History (CCH) records and the Federal Bureau of Investigation (FBI) Next Generation Identification (NGI) system.
  • Make decisions and communicate effectively with criminal justice and non-criminal justice personnel.
  • Exercise sound judgement in solving problems and making decisions to produce well-documented findings and communicate them effectively.
  • Assign SID numbers.
  • Classify fingerprints by Henry System.
  • Maintain biometric files.
  • Identify possible biometric candidates and provide candidate lists to submitting criminal justice agencies for identity investigative purposes. 
  • Add court disposition information to criminal history records database.
  • Upon proper notification, purge either erroneous or invalid records from the system.
  • Perform consolidations on records that have been duplicated.
  • Utilize expert knowledge of industry standard identification techniques to identify records of deceased individuals and flagging them as such.
  • Compile, record, collate, and report biometric statistics.

MINIMUM QUALIFICATIONS:
Good knowledge of general office practices and familiarity with computer systems and databases.

Experience: 
  • Working with sensitive or restricted data such as financial, personal, and medical with the responsibility to protect the confidentiality of that information.
  • In a recognized law enforcement agency classifying and identifying fingerprints using current scientific methods and equipment OR certification through a recognized authority (FBI, IAI, etc.). 
  • Interpreting and applying federal and state laws and regulations, court decisions, and statutory proposals as they apply to biometric identification and the storage and release of confidential criminal history information.

Special requirements
  • The successful candidate is required to obtain International Association for Identification (IAI) Tenprint Fingerprint Certification within three (3) years of being selected/promoted for the position of Fingerprint Technician (if not currently certified).

It is essential that the incumbents have the following:
  • Visual acuity sufficient to perceive minute differences in fingerprint impressions.
  • Stamina to work with detail for up to seven hours at a time.
