 ENVIRONMENTAL PLANNER 5 (EP5)
Wildlife Program
 Olympia, Washington – Thurston County 
Contribute to the Department’s mission by conserving 268 Species of Greatest Conservation Need (SGCN) and their habitats by coordinating the development of, and implementing, highly complex environmental resource plans, programs, policies, and regulations with particular emphasis on the marine and coastal environments and species.

With that in mind, 
Picture yourself, applying support for agency wildlife management programs and activities at the highest level of expertise in the field of diversity (non-game) wildlife conservation.
This is an opportunity to engage and collaborate with both the internal cross-programmatic expertise of the Department and external partners, Tribes, and public.
We are seeking a candidate with the ability to integrate various ideas, intentions, and information to form effective goals, objectives, timelines, action plans, and solutions.

Our Marine and Coastal Section Manager is responsible for: 
Recovery Implementation and Conservation Planning Oversight and Facilitation:
  • Responsible for internal staff and external partner coordination to accomplish conservation actions outlined in the State Wildlife Action Plan, Recovery Plans, and shorter term action plans. 
  • Supports staff in development of such plans and facilitates action implementation. 
  • Develops strong collaborations with partner entities to advance species recovery.
Internal cross-program coordination:
  • Establishes and maintains strong relationships with regional staff, Game Division, Science Division, Director’s Office, Fish Program, and Habitat Program colleagues on marine and coastal conservation and management topics such as shorebirds, marine mammals, waterfowl, forage fish, and nearshore and estuarine habitat restoration. 
  • Facilitates identification and implementation of shared goals and cross-program/cross-division opportunities for greater conservation impact of shared work.
Coordination with USFWS, NMFS, Tribes; Representative on Councils and Committees:
  • Serves as Diversity Division main point of contact for the US Fish and Wildlife Service and National Marine Fisheries Service on Endangered Species Act and Marine Mammal Protection Act policy for marine and coastal mammal and bird species and facilitates coordination with federal technical staff. 
  • Participates in discussions regarding avian and pinniped salmonid predation.
  • Policy representative for WDFW on Pacific Flyway non-game technical committee, for other committees and panels discussing protected marine, coastal, and migratory species in Washington, and with other federal and international entities.
Division/Section Administration/Staff Supervision and Guidance:
  • Responsible for administration of the Division’s Marine, Coastal, and Migratory Section including budget/contract administration and project management oversight. 
  • Responsible for direct supervision of up to 6 personnel. Assists in work planning for regional WDFW staff throughout the State of Washington. 
  • Works with Division Manager and other Section Managers to create, support, and implement Division Visioning and Wildlife Program Conservation Initiatives both within the Department and through interactions with external partners.
WORKING CONDITIONS:
  • Work Setting, including hazards:
  • Work is performed primarily in an office environment, with exposure to hazards mostly limited to those commonly found in government office environments. 
  • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. 
  • Time may be spent outdoors engaged in wildlife and habitat conservation activities on the ground or on the water. 
  • Must be willing to work in inclement weather, over difficult terrain, including slippery rocks, steep banks, and sticky mud and have a willingness to perform in a safe and efficient manner. 
  • Must be able to negotiate water in emergency situations.
  • Schedule:
  • Standard business hours are Monday – Friday from 8:00 a.m. – 5:00 p.m., but the incumbent must be willing to work non-scheduled work week.
  • Travel Requirements:
  • Local or regional travel is required to meet with regional staff, attend committee meetings, evaluate properties, conduct general business, or attend or provide training.
  • Tools and Equipment:
  • Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.) and operation of a motor vehicle.
  • Customer Interactions:
  • Infrequent contact with members of the public, including some contact with those who may be angry, distraught, or frustrated. 
  • Frequent contact with partners (state, federal, tribal, and NGO). 
  • Provide policy and technical direction to internal and external program and agency professional staff involving complex or controversial studies or projects. May have policy level negotiation, interaction, or discussion with other agencies at both the state and federal level.
Qualifications

 
REQUIRED QUALIFICATIONS:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A Bachelor’s degree with major study in wildlife policy or science, wildlife management or conservation biology, or natural resource or land use planning or closely related field.
 
AND
 
  • Five years of professional experience in wildlife conservation or management.
 
PLUS
 
Ability to research, evaluate and draw conclusions from data and analyses; support recommendations with facts and analysis; interpret and apply rules, laws, policies and procedures. 
  • Ability to convey complex ideas and facts orally and in writing using language the audience will best understand.
  • Ability to partner with constituents/clients to identify and resolve complex or sensitive issues.
  • Ability to develop positive, productive, respectful working relationships with employees, clients, and co-workers.
 
LICENSES AND CERTIFICATIONS: 
  • Valid driver’s license
PREFERRED QUALIFICATIONS:
  • Master’s degree or above with major emphasis in conservation biology, conservation policy, wildlife science, natural resource, environmental, or land use planning, land use or environmental law, public administration with an environmental emphasis, or closely related field. 
  • Direct experience with marine species policy, management, or research. 
  • Experience coordinating and leading groups, creating a cooperative and productive environment in which to resolve problems or develop and implement plans.
