Annual Pay Range: $57,351.80 - $72,266.58
Hourly Pay Range: $27.572979 - $34.743549
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County is seeking an experienced, highly motivated individual to join the Health Centers Division's Behavioral Health Services team as a Supported Employment Specialist. Working within the Individual Placement and Support (IPS) supported employment framework, this position will assist clients in obtaining and sustaining meaningful employment that is consistent with their vocational goals and recovery. The IPS model supports employment for individuals with serious mental illness has been designated an evidence based practice by the Center for Mental Health Services and the State of Oregon.
The Supported Employment Specialist (classified as a Job Development Specialist) will provide employment and training opportunities to individuals with mental illness and/or substance use disorders; possess the ability to work independently in the field; create employer networks for the purpose of establishing program partners; develop and administer marketing programs and activities to enhance training and employment opportunities; partner with Vocational Rehabilitation in maximizing program compliance and satisfaction with area employers and partner agencies; and do other work as required. The goal of a Supported Employment Specialist is to assist clients in obtaining successful, long-term career path employment.
Successful candidates will be detail-oriented; able to communicate the importance of work as recovery in services to people diagnosed with a mental illness or substance use disorder; possess a working knowledge of severe and persistent mental illness (SPMI) and substance use disorders (SUD); have the ability to instill hope in others; and have previous successful experience as a job developer with the ability to initiate partnerships with the business community on the behalf of clients. The ideal candidate will have experience working with clients for one of Oregon's IPS Supported Employment Programs or similar.

This position will support clients at the Development Services Building (DSB) Behavioral Health Center, located on the Red Soils Campus at Oregon City. Please note that this is a temporary work location and we will be relocating to Lake Road in Milwaukie early 2024.
Required Minimum Qualifications/ Transferrable Skills:*
• Must possess required education, experience and knowledge to meet minimum qualifications as an Qualified Mental Health Associate (QMHA) as defined by the applicable Oregon Administrative Rules (OAR), including either of the following:
• According to OAR 309-019-0125 (13), a QMHA means mental health program staff delivering services under the direct supervision of a Qualified Mental Health Professional (QMHP) who meets the following minimum qualifications:
• Bachelor's degree in psychology, social work or a behavioral sciences field; OR
• A combination of at least three (3) years of relevant work, education, training or experience; OR
• Certified Peer Wellness Specialist (ORS 414.025.21):
• A Peer Wellness Specialist means an individual who meets qualification criteria adopted by the authority under https://oregon.public.law/statutes/ors_414.665 and who is responsible for assessing mental health and substance use disorder service and support needs of a member of a coordinated care organization through community outreach, assisting members with access to available services and resources, addressing barriers to services and providing education and information about available resources for individuals with mental health or substance use disorders in order to reduce stigma and discrimination toward consumers of mental health and substance use disorder services and to assist the member in creating and maintaining recovery, health and wellness.
• Fluency in Spanish/English (bilingual skills to be validated/tested at time of interview and/or selection)
• Experience, education, and/or training in vocational, career, and/or employment counseling
• Experience, education, and/or training with developing and locating culturally appropriate employment opportunities for individuals diagnosed with SPMI and/or SUD
• Experience contacting/calling on businesses, employers, and/or community organizations making presentations to find employment opportunities for clients
• Experience developing customized, culturally appropriate employment and career plans (“job-carving”) with clients
• Experience, skill, and ability working with a diverse client population, effectively serving vulnerable populations, and promoting equity, diversity, and inclusion
• Demonstrated ability to work independently with limited supervision
• Proficiency using Microsoft Office products
• Must possess and maintain a Basic Life Support (BLS) certificate

TYPICAL TASKS
Duties may include but are not limited to the following:
• Follow and implement IPS Supported Employment fidelity principles and procedures; help clients in job development and job search activities directed towards clients' needs and interests.
• Assess clients' vocational needs on an ongoing basis and develop individualized employment plans with client input. Provide culturally appropriate skills training, case management, and care coordination services related to employment for individuals who are diagnosed with SPMI and/or SUD.
• Develop and maintain ongoing relationships with area employers. Provide education and support to employers which may include negotiating job accommodations and follow along supports for clients.
• Coordinate with treatment team members, social service personnel, and other agencies to integrate vocational services into MH treatment and obtain and maintain employment services; provide information and referral services to clients and families; reevaluate and update employment plans on a regular basis; advocate for client and other agencies for services.
• Documentation of services in electronic health records as required by OAR, Medicaid / Medicare, VR, and IPS fidelity model.
• Provide other duties as assigned
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Local, state and federal laws and regulations applicable to employment and training programs and social service programs; principles and practices of vocational, career and employment counseling; subsidized and unsubsidized employment and training programs; employment/training contract marketing, preparation and administration; local social service agencies, vocational education organizations and employer groups; needs and problems affecting disadvantaged groups; recordkeeping techniques that are appropriate to the funding source; local labor market demographics and trends; IPS Supported Employment practices and principles (positions within Behavioral Health).
Skill to: Research training and employment opportunities within the labor market area; negotiate employment/training contracts on behalf of the agency; assist in the development and presentation of job marketing programs; develop employment networks with local agencies and employers; establish solid business relationships with local area employers; interview applicants and assess problems and needs; interpret and apply laws, regulations, policies and program standards; partner with Employment and Training Specialists to match participant skills, goals and interests to employers' needs or training program; prepare and deliver presentations to employers regarding program opportunities; prepare and maintain accurate and concise records using computer word processing, spreadsheet and database software; communicate effectively, both orally and in writing; prepare written reports; maintain statistical and evaluative information used to formulate reports; establish and maintain positive and effective working relationships and communications with County staff, internal and external customers, community partners and funding source agencies.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Ideal work schedule will be 8:30 AM - 5:00 PM. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
