Standards Engineer III

General Description:
Apply proficient engineering skills and judgment in the performance of advanced level engineering for the development and maintenance of the District's construction, material, and engineering design standards. Most of the technical work an Engineer III is responsible for will be performed on his/her own.  On occasion, the work an Engineer III is responsible for may be performed by others under his/her supervision.

 

Essential Duties and Responsibilities

 

 

  • Develop and maintain construction standards, material standards, and engineering design standards.
  • Evaluate engineering, construction, and maintenance procedures and make recommendations.
  • Act as primary facilitator/coordinator for District’s Standards Committee
  • Assist in the development and evaluation of maintenance and construction procedures.
  • Prepare cost estimates, engineering recommendations and other information as may be necessary to apply or recommend changes in District policy.
  • Act as National Electrical Safety Code (NESC) subject matter expert for the District and review District standards for compliance with the NESC.
  • Use and administer engineering analysis software to model the District’s Transmission and Distribution systems. Prepare engineering reports to summarize and present results.
  • Perform or coordinate maintenance of assembly unit information in the District’s NISC work management application.
  • Perform engineering and economic studies and make recommendations based on them.
  • Track the performance of and report on failed equipment or materials.  Work with District business units and vendors to resolve.
  • Assist the Operations business unit in development of maintenance and construction procedures.
  • Assist in the establishment, maintenance, and use of the District engineering records
  • Coordinate efforts of and work with consulting engineering firms.
  • Perform the engineering functions required for procurement of materials, equipment, and contractor services.  This may include but is not limited to specification and bid document preparation, evaluation of bids, and contract administration.
  • Use and develop engineering procedures and analysis methods.
  • Aid in the professional development of junior engineers and other District personnel.   Check work for technical accuracy, conformance to District policy, local/state/federal codes & laws and established construction practices.
  • Represent the District, including preparation of necessary reports or documents, in dealings with governmental bodies or other outside agencies and recommend courses of action to be taken in these dealings.
  • Support and provide recommendations for District engineering software and systems.  May include but is not limited to software evaluation, software selection, administrator duties, system maintenance, and user support.
  • Have overall responsibility for small distribution projects.  May perform all project management, engineering, work order preparations, procurement, field commissioning, budgeting, and construction management steps from design through final acceptance of completed work.
  • Professional development and mentorship of junior engineers and other District personnel. Check work for technical accuracy, conformance to District policy, local/state/federal codes & laws and established construction practices.
  • Performs tasks as assigned by the Manager of System Engineering to help the Engineering business unit meet District goals and expectations.

 

 

Experience and Training Qualifications

 

 

Minimum Qualifications:

  • Bachelor’s degree in in appropriate engineering discipline
  • A minimum of five (5) years progressive experience with a Professional Engineering certificate, working in an electric utility with transmission and distribution design experience or ten (10) years’ experience without a Professional Engineering Certificate, working in an electric utility with transmission and distribution design experience.

Desirable Qualifications:

  • Master’s level degree in appropriate engineering discipline. An equivalent of education and experience may be qualifying.
  • Experience working in an electric utility.

 

 

Required Knowledge, Skills and Abilities

 

 

LANGUAGE SKILLS: Ability to compose correspondence, and other official materials while effectively employing principles of good correspondence.  Strong verbal communications are essential to the position.  Have skill in communicating and presenting a positive, professional image of Cowlitz PUD services.   

MATHEMATICAL SKILLS:  Ability to complete accurate mathematical calculations as may be required for the position. 

REASONING ABILITY:  Ability to work within established guidelines with little direct supervision; ability to perform a variety of tasks at the same time; and ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 CERTIFICATES, LICENSES, REGISTRATIONS: Have or can obtain, a valid Motor Vehicle Driver’s license.   

SOFTWARE:  Ability to operate and use AutoCAD, PLS-CADD, and NISC as well as the Microsoft Office suite of programs, i.e.: Excel, Word, PowerPoint, Visio, and Outlook.

 OTHER SKILLS and ABILITIES:  Strong telephone skills are required.  Ability to accurately type a minimum of 50 WPM.   

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this position, the employee is regularly required to walk, stand, stoop, and sit at a desk.  This employee must occasionally exert or lift to 25 pounds.

The work environment conditions described here are representative of those an employee encounters while performing the essential functions of this job. 

  • Work is performed in the office Monday through Thursday 7:00 am to 5:30 pm.   Remote work is not available for this position.
