GIS Technician

 

 Job Summary:

Under general supervision, the GIS Technician performs conversions, edits, and analysis of GIS data in the ArcGIS Enterprise and ArcGIS Pro environment; delivers map products for departments using the City’s GIS database including documentation,

 

ESSENTIAL DUTIES:

 

 Examples of Work Performed (* denotes an Essential Job Function):

  • Creates high quality maps for print and digital presentation using GIS software as assigned by the Community Development Director.(*)
  • Works under established City GIS standards and methods to ensure data quality and consistency.
  • Ability to convert verbal and written information into two and three dimensional drawings. Especially, in the road ROW, stormwater, and utility public works and engineering environment. (*)
  • Edits, maintains and updates the City’s GIS enterprise database; documents procedures and creates metadata.(*)
  • Develops and updates online/web  GIS mapping applications for use by city staff and the public.
  • Performs spatial analysis using GIS best management practices
  • Conducts mapping research in the field and in the office to resolve conflicting information and ensure the quality and accuracy of the data. (*)
  • Gathers GPS data and post-processes it into GIS formats. (*)
  • Must be an independent, self-directed problem solver,who is capable of workingunder tight deadlines and responding to the immediate needs of supervisory staff. (*)
  • Ability to communicate both verbally and in writing, in person and via telephone.
  • Regular attendance and ability to work scheduled hours(*)
  • Perform fieldwork as required. (*)
  • Work with other City department teams on GIS integrated solutions like Pavement/Asset Management and City 311 Requests.
  • Perform other duties as assigned(*)

 

 Required Knowledge, Skills and Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

 Knowledge of, and experience with:

  • ESRI ArcGIS software including ESRI Enterprise and Online Mapping Environment.
  • Asset Management and Work Order Tracking Software
  • Symbols and terminology used in land use, civil, architectural and environmental drawings
  • Digitizing and data manipulation procedures for geographic information systems
  • Geography
  • Geodatabases
  • GPS data and creating data dictionaries
  • Roadway/Street geometrics, stormwater infrastructure, modeling, and other activities around stormwater and street departments. 

 

 Ability to:

  • Use ESRI ArcGIS software suite
  • Use large format digitizer, plotter and copier
  • Read and use zoning, quarter-section, plat, land use and aerial maps
  • Follow directions and clearly and concisely communicate in written and oral form
  • Produce maps accessible to all ranges of skills, from the general public to expert staff
  • Present facts clearly in graphic form
  • Perform GIS data editing and analysis
  • Design, update and maintain geodatabases
  • Gather GPS data and post-process that data to GIS formats and create data dictionaries
  • Organize GIS data and maintain metadata including working with Microsoft Excel and Power BI
  • Ability to interact with employees of other City departments

While performing the duties of this job, the employee may be required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to talk and hear. The employee is occasionally required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl, and operate a motor vehicle.

 

Work is performed mostly in an office environment with some time spent in the field and at development construction sites. The employee must be able to transport himself or herself to and from field sites and sites of meetings that may be held away from the office and to walk about areas of uneven, wet, rough and steep terrain in all types of weather conditions. The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

Employees must be able to coordinate multiple work tasks at the same time, accommodate frequent interruptions without affecting quality of work, and tolerate stress.

 

The noise level in the work environment is usually moderate.

 

QUALIFICATIONS:

 

 Qualifications (Education, Experience, Skills):

Any equivalent combination of education and work experience which provides the applicant with knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and ability would be:

 

 Experience:

Two years of experience using GIS and computer graphic applications. A Bachelor's degree which included GIS course work may substitute for experience.

 

 Education and Training:

Associates' degree or equivalent course work at a technical or vocational school, in geographic information systems and two years of experience working with geographic

information systems. Other combinations of experience and education that meet the minimum requirements may be substituted.

 

 Required Licenses or Certifications:

  • Valid State of Washington Driver License with a driving record acceptable to the City.
  • Must be able to successfully pass a background check
