The Division of Family and Community Services (FACS) has an opening for a Programs Bureau Chief in Boise. This position will serve as a member of the FACS leadership team and will provide direction for statewide programs in support of the Department’s mission, vision, and values. 

We are searching for individuals with extensive experience in a financial management role with excellent communication and interpersonal skills. Experience managing state, federal, or non-profit budgets is preferred. Applicants with knowledge of statistical forecasting methods and social or human services fields are encouraged to apply.

EXAMPLE OF DUTIES:

Financial and Grant Management:

 

  • Manage, analyze, and prepare Division budget reports.
  • Manage budget to ensure quality and compliance with state and federal program requirements.
  • Prepare for federal and state audits and ensure implementation of correction plans.
  • Ensure development, implementation, and fiscal responsibility of statewide program operations.
  • Confer with state, federal and department staff on state and federal regulations and requirements and department compliance.
  • Ensure program compliance with all mandated requirements.
  • Direct the review and analysis of related laws and regulations to determine fiscal, operational, and program impact.

Leadership:

 

  • Oversee program quality, integrity, and compliance with state and federal programs requirements including funding sources.
  • Seek opportunities for cooperation, collaboration, partnership, and integration with other programs and efforts in order to build working relationships with internal and external customers.
  • Act for the Division Administrator, serving as division representative/liaison when needed.


 

MINIMUM QUALIFICATIONS:
 

You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of management practices. Typically gained by completion of at least two, three-credit college-level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning and Staffing) AND at least two years of experience in a supervisor/management role for professional staff OR at least three years of experience managing a major program and providing leadership of professional staff.
  • Experience developing and administering policies, procedures, and a program budget. Typically gained through experience developing and recommending regulations, policies, and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts and/or working with personnel, operating and capital budget, typically for a period of at least two years.
  • Experience implementing organizational change within a service delivery program. Typically gained by at least two years of experience in a management, supervisory or consulting role implementing projects to meet special needs, incorporating tasks and methods to implement change.
  • Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained by at least one year experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.
  • Experience preparing and presenting oral presentations to groups. Typically gained by at least one year of experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.
