Director of Workforce Services
Seattle Central College is looking to hire a Director, Workforce Servicce.
Salary Range for this position is $77,152 to $106,543 annually (depending on experience).

Position Summary
Under the supervision of the Executive Dean, the Director, Workforce Services will be responsible for providing leadership and management to staff assigned under the Basic Food Employment & Training (BFET), Worker Retraining, WorkFirst, and the Opportunity Grant program and a Benefits Navigator position. This includes program development, implementation, and monitoring of program performance and assigned budgets in all of these programs. The position also requires the growth and sustainment of partnerships with external and internal stakeholders to provide direct services to students in order to ensure responsiveness to local workforce needs and economic development strategies to provide career pathways to for students. Funding for this position is contingent upon continued available grant funding.
This position supervises Exempt, Classified, Student, Workstudy, and temporary employees.
This position is typically scheduled for working Monday through Friday 8:00AM to 5:00PM. The schedule
May vary depending on program needs. May be required to work evenings and weekends as needed.

What you will be working on:
- Oversee the operations of the Basic Food Employment & Training (BFET), WorkFirst, Worker Retraining, and Opportunity Grant programs, which includes outreach and recruitment of students into these programs
- Develop outreach strategies to recruit new and continuing students to Workforce Services
- Manage, train, and provide vision and direction for the Workforce Advisors delivery of student support services, with attention to continuous improvements and support of student enrollment and retention
- Supervise the processing of financial paperwork for program implementation, including work study and payroll.
- Monitor, and approve expenditures for all budgets connected with Workforce Services grants
- Responsible for the preparation and on-time submission of monthly and quarterly federal invoices for WorkFirst and BFET programs; work with the Seattle Central Business office to ensure accurate completion of invoices
- Liaise with the SBCTC and DSHS
- Participate in quarterly meetings with King County WEC, WEC, WorkSource partners
- Manage the delivery of services for the Seattle Central Colleges WorkSource Connection site
- Ensure program performance outcomes and grant compliance with local, state and federal policies and procedures
- Develop and maintain strong collaborative relationships with Basic & Transitional Studies Department, professional-technical programs, student services, financial aid and community partners to connect students to college and community resources including Neighborhood House, Employment Security, Seattle Education Access, King County Public Health related to living needs and expenses
- Work with staff to ensure that grant-funded students develop individual education plans and set measurable benchmarks for achievement
- Represent Seattle Central at partner meetings
- Coordinate Worker Retraining Financial Aid Advisory Committee
- Work in Collaboration with the other colleges in the SCC District to ensure successful implementation of college and workforce services and programs
- Write the BFET and WorkFirst local policy and procedure manuals
- Research, prepare and write state and federal grants
- Prepare for state and federal monitoring and audit visits
- Respond to student complaints
- Interpret and implement federal, state, and other college/district rules and regulations
- Remain current on all federal and state grant regulations, communication and maintain compliance
- Facilitate the delivery of high quality, efficient and effective student service.
- Provide training for staff on grant rules and regulations as well as computer applications and systems
- Hire, train and supervise staff
- Manage and supervise all aspects of the Workforce Services office to include planning, setting goals, and objectives consistent with the college mission and strategic plan
- Serve as a liaison for the Workforce office in state, regional professional organizations
- Establish and implement procedures for delivering grant aid with financial aid
- Respond to emails in a timely manner

What you bring as a candidate: (Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience)
- Bachelor's degree in education, Business, Social Services or related area. 3 years of experience grant management, grant writing, budget management and staff supervision.
- Demonstrated knowledge of Washington State Board for Community & Technical Colleges workforce grant policies and procedures.
- Demonstrated ability to work in a highly diverse work and student culture, to troubleshoot and triage emergent program and student matters and work collaboratively with instructional, institutional, and cross-functional work groups.
- Computer proficiency in Microsoft Office Applications (word, Excel, Outlook).
- Strong interpersonal skills.
- Analytical skills to engage in data analysis and strategic projects regarding budgets and the use of Workforce programs funding.
- Communication skills: connecting, mediating, coordinating and providing information on daily activities.
- Ability to plan, organize, delegate and motivate others.
- Knowledge of Financial Aid Management System (FAM), Student Management System (SMS), eJAS. Online Budget & Invoicing System (OBIS), Online Grant Management System (OGMS), Washington Secure Email.
